銅川市新區位于銅川市南部原區耀州城西，古稱“耀州西原”。是原耀縣的一個鄉，即“下高埝鄉”。

1993年11月，經陜西省人民政府批準建設銅川市新區，經市政府批準，1995年7月1日起，原耀縣下高埝鄉移交銅川市新區管委會領導和管理。即一區（新區）一鄉（下高埝鄉）。

新區所轄的下高埝鄉，自西漢景帝二年（前155年）始建祋祤縣，在兩千多年的歷史長河中，先后八易其名，一直歸耀縣管轄。據《長安志》記載，唐華原縣（今耀州區）有40鄉，宋有4鄉。明代始行里甲制，10戶為牌，10牌為甲，10甲為里，隨戶口增減而變化。明洪武時（1368—1398）耀州編18里，下高埝地區即分為魚池里、石人里、中高里三里，清順治8年（1651），下高埝地區為耀州南鄉，轄17村19甲162牌。民國十八年（1929），耀縣劃為東、西、南、北、中5個區，南區轄下高埝地區東南部，西區轄下高埝地區西北部。民國二十三年（1934）推行保甲制，耀縣編為10個聯保，南孝聯保駐高家堡，轄下高埝南部，西仁聯保駐石人堡，轄下高埝東部及中部，北信聯保轄下高埝北部。民國二十八年（1939）改聯保為鄉，下高埝南部為南忠鄉，北部為西仁鄉。1950年民主建設，下高埝稱袁文區，郭家鄉等。1958年后改為下高埝管區，下高埝人民公社。1983年政社分設，恢復鄉政權，改為下高埝鄉。1993年11月，省政府批準建設并將原“銅川市經濟技術開發區領導小組辦公室”更名為“銅川市經濟技術開發區管理委員會”。1994年4月，銅川市下發文件，將“銅川市經濟技術開發區管理委員會”正式更名為“銅川市新區管理委員會”（簡稱銅川市新區管委會）。1998年4月，耀州區寺溝鄉董坡、崔上兩村劃歸新區管委會管轄，2004年10月，經省民政廳批準，市委、市政府決定撤銷下高埝鄉，設立咸豐路、正陽路兩個街道辦事處。2005年5月耀州區寺溝鎮方巷口村、崔下村劃歸新區管委會管理。2011年12月，市委、市政府將耀州區坡頭鎮及坡頭工業園區規劃銅川市新區管理。
